The report describes strategies and policies of the national and autonomous regions on the oceans, frontiers, and the Belt and Road at present, interpreting national strategic intentions and layout. Besides, it screens suitable strategies and policies that Fangchenggang City is able to respond. Then the report elaborates existing development plan and situation, in order to find out deficiency and improvement to keep pace with national policies. Lastly, the report provides suggestions to Fangchenggang City, adopting differentiation strategy to establish a discourse system for relevant strategic interpretation.
