Grandview Institution Successfully Holds the First “U.S.-China Nuclear Fail-Safe Dialogue”

On October 12-13, Grandview Institution (GVI) successfully hosted the first “U.S.-China Nuclear Fail-Safe Dialogue”. Former U.S. Senator Sam Nunn, former Secretary of Energy Ernest J. Moniz, and former Chairman of the Joint Chiefs of Staff Mike Mullen, along with a delegation of Chinese experts, engaged in candid and in-depth discussions on the risks of “fail-safe” scenarios involving nuclear weapon systems, such as accidents, misjudgments, false alarms, terrorism, and intentional or deliberate actions. Specific topics included: (1) The Nuclear Era and Nuclear Fail-Safe Today, (2) Nuclear Fail-Safe Reviews, (3) The Value of Nuclear Fail-Safe in the Face of New and Evolving Risks, (4) Global Nuclear Fail-Safe, (5) Learning, Sharing, Reflecting, and Future Actions.

Both sides agreed that nuclear-armed states should strengthen their focus on nuclear fail-safe and take measures to reduce related risks. The participating experts also discussed the Chinese translation of “fail-safe” and proposed several suggestions.

 

This dialogue was jointly organized by GVI and the Asia-Pacific Leadership Network for Nuclear Non-Proliferation and Disarmament (APLN), with strong support from the Nuclear Threat Initiative (NTI).
