Graduated from Beijing Foreign Studies University, Durham University in the UK, and the Party School of the Central Committee of the Communist Party of China. He once worked in the International Liaison Department of the Central Committee of the Communist Party of China and has been engaged in research on African issues for a long time. After joining the former State Environmental Protection Administration and the National People's Congress Environment and Resources Protection Committee, he extensively participated in Sino-US exchanges and cooperation in the field of environmental protection and actively participated in the work of the United Nations High-level Advisory Board on Sustainable Development. After the open-up of the insurance industry in China, he joined joint venture insurance companies and foreign enterprises, and visited dozens of countries for Sino-foreign economic exchanges and cooperation. He is currently the Vice Chairman of Grandview Institution and Director of Shanghai Center.
