From November 6 to 8, Liu Xiaobo, Director of the Ocean Studies Center, and Yi Wushuang, Researcher at Grandview Institution, traveled to Manila, Philippines, to attend the South China Sea Dialogue. Organized by the Pacific Forum in collaboration with several Filipino government agencies and think tanks, the event brought together more than 10 government officials and over 80 scholars from both within and outside the South China Sea region.

The situation in the South China Sea has become increasingly complex, with the Philippines adopting a more aggressive stance and engaging in unilateral provocative actions, further escalating regional disputes. External actors, such as the U.S., Japan, and Australia, have also intensified their involvement, contributing to growing instability in the region. The dialogue focused on the rule of law and peace stability in the South China Sea, advocating for the establishment of an order based on international law. It sought to prevent misunderstandings and misjudgments between countries and to avoid the escalation of disputes into regional conflicts. During the event, Grandview scholars delivered keynote speeches, participated in discussions, engaged in extensive exchanges with think tanks and scholars from various countries, and were interviewed by international media, raising China's voice in a generally unfavorable atmosphere.
