An online dialogue between GVI and Russian International Affairs Council (RIAC)

On October 23, 2023, GVI held an online dialogue on "Sino-Russian Relations in the Contemporary Geopolitical Landscape" with the Russian International Affairs Council (RIAC).

 

Participating in the talk are Prof. Andrey Kortunov, Academic Director of RIAC; Prof. Andrey Karneev, Head of the School of Asian Studies, HSE University; Research fellow Anastasia Pyatachkova, Deputy Head of the Centre for Comprehensive European and International Studies (CCEIS), HSE University; Mr. Shi Yinhong, member of the Academic Committee of GVI and professor at the Renmin University of China; and Mr. Miao Zhongquan and Mr. Arslan, contributing researchers of GVI were present at the seminar. Mr. Ivan Timofeev, Director General of RIAC, delivered a keynote speech, and the meeting was moderated by He An, Secretary General and Director of the Center for South Asian Studies of GVI.

 

Russian experts believe that the recent Israeli-Palestinian conflict has diverted global attention from the Russia-Ukraine conflict. The existing global political landscape with the United States at the helm falls short of effective tools to address critical global issues, which ultimately culminates in a humanitarian tragedy. Today's geopolitical developments point to the need for a new global order, the foundations of which are likely to emerge in Eurasia. Russia and China are not standing at the forefront of constructing a new global order. They are not allies but have much in common in their bilateral interests and actions, which underscores the importance of their partnership.

 

Scholars from the Chinese side hold that the strong cooperation between Russia and China during the COVID-19 pandemic period has showcased the concerted efforts of the two countries to work together in difficult times. Energy diplomacy plays a key role in Sino-Russian relations, and the energy sector is not only vital to the economies of both countries but also to ensuring energy security. Russia has great potential for energy export to China. Both countries should apply themselves to building more energy infrastructure to meet growing demand.

 

The Russian International Affairs Council (RIAC) is a federal advisory body established by the presidential decree, a non-profit academic and diplomatic think tank, to study international affairs and global politics and to provide policy advice and intellectual support to the Russian government, the international community and research groups. GVI has established a regular dialogue mechanism with RIAC and the two sides will engage in cooperation on joint research.
